Private cloud services answer most of the cases where the conclusion was "we cannot move to the cloud". Regulation, sector-specific rules or internal policy may require certain data to stay within certain borders. That does not mean giving up the cloud operating model; it only changes where that model runs.
In practice the structure we build is this: the resources sit in your own data center, but management, automation and scaling are done with the same tools as public cloud. The team does not have to learn two separate worlds — the same method manages resources inside and outside.
The second benefit is flexibility later. A workload that sits inside today can move out when circumstances change, without a fundamental rewrite. Not having to make that decision today is an advantage in itself in a fast-moving regulatory environment.

What is the difference between private cloud and classic server infrastructure?
The hardware may be similar; the difference is in the operating model. In a private cloud, resources are managed as a pool, allocation is automated and usage is measurable. In a classic setup, each system is pinned to its own server.
How do we guarantee our data does not leave the country?
The resources sit in your data center and the data flows are defined during design. Which management data leaves and which does not is documented in writing.
What if we want to move to public cloud later?
Because you are already using the same management tools, the move stops being a project from scratch. It can be done workload by workload; there is no need to move everything at once.
